This was in a document I read today.

That is the wrong form. It should be the possessive “its”.

What’s odd is that it’s not in a quote or material from another source. It’s just in the middle if some random bullet point.

This leaves me with two possible explanations:

The author’s backspace key was broken, but they immediately saw the error.
It’s there as a convenience for the reader, so they can copy and paste without having to add it themselves.
